1) With the Move or Run actions, can I move 0"?
No. A Unit must actually change its position on the battlefield when performing a Move or Run action. If a Unit does not reposition, it is considered to have performed a Hold Action instead.
2) Do Gap Clearance rules apply to gape between models, or only to gaps in or between terrain?
The apply to both. A Gap is defined as any physical speace between terrain pieces or models through which a moving model's base must pass.
3) Do Evade rolls work against Surge?
Yes. Evade rolls are resolved against the final Damage Pool, which includes Surge. Surge only by passes the Armour Roll, moving successful hits directly to the Damage Pool.
